Overview

The Property Locations configuration allows you to establish and manage geographic location codes that organize properties within your municipal boundaries. This hierarchical system enables efficient property management by grouping properties into districts, neighborhoods, zones, or other geographic subdivisions for taxation, assessment, and administrative purposes.

Purpose: Create standardized location codes and hierarchies that help organize properties geographically, enabling efficient searching, reporting, and management of property tax records across different areas within your municipality.

Step-by-Step Tasks

Task 1: Set Up Primary District Location

  1. Access Location Configuration

    • Navigate to Property Management → Configuration → Property Locations (ID 10003493)

    • Click "Add New Location" button

  2. Enter Basic Location Information

    • Location ID: "DIST01"

    • Location Description: "Downtown Business District"

    • Location Type: Select "District"

    • Municipality Code: Select your municipality

  3. Define Geographic Details

    • Geographic Boundaries: "Bounded by Main St (North), River Rd (South), 1st Ave (East), 5th Ave (West)"

    • Tax District Code: "TAX-DOWNTOWN"

    • Assessment District: "ASSESS-COMMERCIAL"

  4. Set Activation Details

    • Active Status: "Active"

    • Effective Date: Select current date

    • GIS Layer ID: "BUSINESS_DISTRICT_2024" (if applicable)

  5. Save and Validate

    • Click "Save" to create the location

    • Verify location appears in location hierarchy

Task 2: Create Neighborhood Sub-Locations

  1. Add Neighborhood Under District

    • Click "Add New Location"

    • Location ID: "NGHB01-A"

    • Location Description: "Historic Downtown Core"

    • Location Type: "Neighborhood"

  2. Set Parent Relationship

    • Parent Location: Select "DIST01" (Downtown Business District)

    • Municipality Code: Same as parent

    • Geographic Boundaries: "Central 4-block area within downtown district"

  3. Configure Tax Information

    • Tax District Code: "TAX-HISTORIC" (if different from parent)

    • Assessment District: Inherit from parent or specify different

    • Active Status: "Active"

  4. Complete Setup

    • Save configuration

    • Test hierarchy display

Task 3: Set Up Residential Ward System

  1. Create Ward Location

    • Location ID: "WARD02"

    • Location Description: "Residential Ward 2"

    • Location Type: "Ward"

    • Municipality Code: Select municipality

  2. Define Ward Parameters

    • Geographic Boundaries: "Properties south of Central Ave, north of County Line Rd"

    • Tax District Code: "TAX-RESIDENTIAL"

    • Assessment District: "ASSESS-RESIDENTIAL"

  3. Add Sub-Areas Within Ward

    • Create "SECT02-1": "Ward 2 Section 1"

    • Create "SECT02-2": "Ward 2 Section 2"

    • Set Ward02 as parent for both sections

  4. Activate and Document

    • Set all locations to Active

    • Document boundaries in municipal records

Common Errors & Fixes

Error: "Location ID Already Exists"

Cause: Trying to create location with duplicate ID
Fix:

  • Check existing location codes list

  • Use systematic naming convention (WARD01, WARD02, etc.)

  • Consider deactivating old location if replacing

Error: "Invalid Parent Location"

Cause: Selected parent location doesn't exist or is inactive
Fix:

  • Verify parent location exists and is active

  • Create parent location first if needed

  • Check location hierarchy for circular references

Error: "Municipality Code Required"

Cause: Left municipality field blank
Fix:

  • Select appropriate municipality from dropdown

  • Verify municipality exists in system

  • Create municipality master data if needed

Error: "Cannot Delete - Properties Assigned"

Cause: Trying to delete location with assigned properties
Fix:

  • Reassign properties to different location

  • Deactivate instead of deleting to preserve history

  • Use bulk reassignment tool for multiple properties

Error: "Geographic Boundary Overlap"

Cause: New location boundaries conflict with existing locations
Fix:

  • Review boundary descriptions for conflicts

  • Adjust boundaries to eliminate overlap

  • Use GIS system to verify geographic accuracy
